Policemen in Chedwin Park Shooting Charged With 9 Offences Including Murder, Manslaughter

Two members of the Constabulary involved in a bizarre incident in Chedwin Park, St. Catherine, two weeks ago have been charged with murder and manslaughter.

The policemen, Corporal Kirk Frazer and Corporal Rhamone Scott, are facing a total of nine charges following an investigation by the Independent Commission of Investigations, INDECOM.

Each are jointly charged with seven offences, while Corporal Scott is charged with a further two offences.

The charges stem from the shooting death of Sheldon ‘Junior Biggs’ Daley at a party.

And, the death of Kevron Burrell, who was killed in a car crash that was the result of a high speed chase that ensued during the odd sequence of events.

The incident involved three alleged rogue Policemen, armed with a Police service vehicle, legal and illegal firearms, and multiple license plates.

The men reportedly shot and killed Sheldon Daley.

It’s reported that an off duty officer who witnessed the shooting, chased the men and engaged them in gun battle.

The car transporting the alleged rogue cops, reportedly crashed into a vehicle being driven by 32-year old Kevron Burrell, who also sustained gunshot injuries.

He died.

One of the alleged rogue cops also died from injuries sustained in that crash.

Following an investigation by INDECOM, the Office of the Director of Public Prosecutions ruled that the men be charged.

Both Corporals Frazer and Scott are charged with the murder of Sheldon Daley.

They are also both charged with manslaughter in relation to Kevron Burrell.

That arising from the motor vehicle collision at Brunswick Avenue and Job Lane.

Corporal Frazer and Corporal Scott are also jointly charged with shooting with intent of two police officers, illegal possession of two firearms and illegal possession of their respective ammunitions.

Corporal Scott is further charged with illegal possession of another firearm and illegal possession of ammunition for that firearm.

Both Corporal Frazer and Corporal Scott will appear in the Supreme Court in Kingston, on Monday.

The bizarre circumstances of this case have led National Security Minister, Dr Horace Chang, to announce the disbanding of the Mobile Reserve Unit of the police force.

Head of the soon-to-be disbanded Mobile Reserve, Acting Deputy Commissioner of Police, Terrence Bent, has also been placed on leave.

The three alleged rogue cops were all assigned to the Mobile Reserve at the time of the incident.

Meanwhile, in its media release today, INDECOM acknowledgd the JCF, the Inspectorate of Constabulary, IOC, and the Institute of Forensic Science and Legal Medicine for their “considerable assistance in supporting the Commission” during what it described as a complex investigation.

DPP Weighs In

Meanwhile, the Director of Public Prosecutions, Paula Llewellyn says because of the high public interest in the matter, she used the constitution powers endowed to her office to bring a voluntary bill of indictment.

By doing so the matter of Corporal Frazer and Corporal Scott will skip committal proceedings and head straight to the Supreme Court in Kingston.

Under the law, committal proceedings would take place in the parish where the incident takes place.

But the Criminal Justice Administration Act gives the Director of Public Prosecutions the power to start proceedings in the court in the parish where the accused were arrested.
